City Electrician - City of Bettendorf

Job Title: City Electrician
Job Grade: 117
Pay Minimum: USD $26.19/Hr.
Pay Maximum: USD $38.30/Hr.
Overview:


Performs skilled work in the installation, alteration, maintenance and repair of electrical and electronic equipment. Interprets and enforces the city's electrical code. Inspects all electrical work performed, checks and approves construction plans and issues electrical permits. Performs additional duties involving the construction, repair and maintenance of the City’s traffic signals, City owned street lights and fiber optic network.

Responsibilities:
1. Inspects all electrical work performed within the city to ensure compliance with the electrical code.
2. Reviews and approves construction plans, secures all needed data and departmental approval for the issuance of an electrical permit.
3. Maintains accurate and complete inspection reports and records.
4. Recommends amendments and changes to electrical related codes and ordinances to Board of Electrical Commissioners
5. Orders necessary supplies and materials through state and city mandated procedures.
6. Repair and maintains the Energy Management Systems.
7. Performs other duties as assigned.
8. Have previously obtained or must be able to obtain a certified electrical inspector’s license within one (1) year of hire.

SECONDARY RESPONSIBILITIES AND DUTIES:

1. Manages the construction, repair and maintenance of the City’s traffic signals, associated electrical and electronic traffic equipment, City owned street lights and fiber optic network.
2. Utilizes the computerized traffic signal system to monitor traffic flow, adjust timings and generally optimize the network performance.
3. Utilizes the work order management system to document all repair, maintenance and preventative maintenance activity
4. Provides technical assistance in the preparation of plans and specifications for new construction, repairs and modifications to existing equipment and safety improvements.
5. Develop cost estimates for proposed projects and assist in budgeting for traffic related Community Improvement Projects.
6. Acts as secondary operator for traffic on-call duties.
7. Assists as needed to Iowa One-Call utility locates for fiber optic and traffic signal wiring
8. Maintains an inventory of traffic signal and fiber optic supplies. Orders materials as needed and monitors all billing activities.
9. Coordinates and works with utility companies, other City departments and contractors.
10. Instructs, inspects and assists outside contractors on related work
11. Have previously obtained or must be able to obtain an IMSA Traffic Signal Level 2 Certification within two (2) years of hire.
12. Operates snow removal equipment such as pick-up truck with snow-plow and snow- blowers, as required.

Qualifications:
Education: Requires a level of knowledge normally acquired with the successful completion of high school or GED certification with journeyman's electrician and vocational training in electronics. Requires the successful completion of the Civil Service examination and meeting additional requirements as stated in the Code of Iowa. Possesses a valid driver’s license.

Experience: Requires completion of a four (4) year accredited apprenticeship program as a journeyman electrician plus two (2) to four (4) years of progressively more responsible work experience within a municipal inspection division, general contractor or electronic environment. Demonstrates the knowledge and understanding of the codes, which affect electrical work.

Interpersonal Skills: Requires excellent interpersonal skills necessary to effectively communicate with co-workers, other City employees, contractors, residents and respond to requests made by the general public. Must be an effective team player and requires the ability to work independently.

Analytical Ability: Requires the ability to detect electrical defects and faults in traffic signal equipment, electrical and electronic equipment, new and existing construction and building renovation projects. Requires the ability to operate advanced test equipment for troubleshooting computerized circuitry.

Working Conditions: Requires extensive standing, bending, stooping, pulling, pushing and lifting of electronic equipment ranging in weight from under one to one hundred pounds. Exposed to live voltage ranging from 5 volts to 480 volts. Exposed to heights ranging from one foot up to forty feet. Requires climbing in and out of sewer manholes and lifting of manhole covers ranging in weight from under one to over one hundred pounds. Exposed to a wide variety of hazardous chemicals, caustic chemical and materials. Work performed outdoors. Exposed to wide ranging weather conditions.

Work Schedule: Generally 8:00 a.m. to 5:00 p.m. Monday through Friday with one-hour unpaid lunch. Hours may vary based on flexible scheduling or needs of the department. Must be available outside of and in addition to these hours for City meetings and emergency activities.

Job Title: Construction Inspector

Pay Minimum: USD $23.61/Hr.
Pay Maximum: USD $34.53/Hr.
Overview:
Under general direction of the Public Works Construction Supervisor, performs inspection and quality assurance on public works and development sites and projects. Conducts tests of construction materials. Ensures tests are conducted in accordance with standard methods. Analyzes test results and identified discrepancies in test results. Alerts contractors of discrepancies in test results.

Responsibilities:
1. Inspects construction sites and projects for conformance to plans and specifications.
2. Tests construction materials, selects sample materials, makes concrete test cylinders, or beams and operates test equipment.
3. Analyzes test results, identifies test discrepancies, verifies the reliability of the discrepancies and informs contractor or the contractor's representative of the discrepancy.
4. Ensures that tests are conducted in accordance with Standard Specifications and methods and that test samples are properly cured and transported to the testing laboratory.
5. Advises the Supervisor, Public Works Construction of deviations from plans and specifications.
6. Maintains accurate records of work performed, uncorrected irregularities, and lost time due to inclement weather.
7. Operates snow removal equipment such as pick-up truck with snow-plow and snow-blowers, as required.
8. Must be able to obtain a PCCI, HMAI and an AGGI within three (3) years of hire.
9. Performs other related job duties as assigned.

Qualifications:
Education: Requires a level of knowledge normally acquired through the successful completion of high school or a GED equivalency. Requires the completion of the Civil Service examination and meeting additional requirements as stated in the Code of Iowa.

Experience: Three (3) years of responsible experience in paving and/or sewer construction or other municipal and public works projects experience. Ability to demonstrate an understanding of construction principles and practices is required. Has the ability to operate a personal computer using program applications, such as Microsoft Office products (Word, Excel, Outlook), and other software appropriate to assigned duties and responsibilities. The successful candidate must possess a valid driver’s license.

Interpersonal Skills: Requires excellent interpersonal skills necessary to effectively communicate with co-workers, other City employees, contractors, vendors and respond to requests made by the general public. Must be an effective team player and requires the ability to work independently.

Analytical Ability: Requires the ability to select random samples, conduct various tests, and analyze test results. Identifies discrepancies in test results and uses intermediate mathematics to calculate quantities and volumes.

Working Conditions: Requires the ability to work outdoors in a wide range of weather conditions ranging from mild to severe. This position will be required to work long hours during the construction season, including Saturdays. Exposed to potentially caustic chemicals, raw sewerage and storm water. Requires occasional heavy exertion involving the lifting of manhole covers and catch basin grates sometimes weighing over 100 pounds.
