Minutes: September 11, 2014 Meeting at Iowa Department of Public Safety

 Introductions and Roll call:

President Cody Christensen called the meeting to order at approximately 9:00 AM

Board Members present were Cody Christensen, Roger Schemmel, Mike Pardekooper, Tim Hennes and absent were Adam Fedders and Tom Palmer. A count of three board members and more than 15 members was taken to determine there was a quorum.

Approval of July meeting minutes Review minutes of the July 2014 IABO Chapter Meeting.

A motion was made by Jared Ruby and seconded by Craig Witry to approve the minutes. Motion passed.

Communications and Correspondence


Treasure’s Report. Adam Fedders was not present but sent the Treasure report that shows $625.00 income and $1,085.48 in expenses which leaves a current book balance of $39,117.46. Report was passed around for members to review.

A motion was made by Tom Heater and seconded by Mike Pardekooper to approve the Treasure’s report. Motion passed.

Cody mentioned that Jeff Junker had brought shirts for those members that ordered them and asked Mike Pardekooper to deposit the checks for shirts.

State Building Code Bureau Brian Bishop reported the 2015 I Codes will be reviewed with the intent of adopting within the first quarter of 2015.

Brian said he was nominated to serve on the Plumbing Mechanical Systems Board as the DPS representative. He reminded members that the plumbing inspector seat is vacant on the board.

Brian reminded members that there is a Compressed Natural Gas conference in Kansas City in October.

Brian stated the State Electrical Division is working with IABO on providing training in January on the 2014 NEC. The training will be offered through NFPA and for AHJ inspectors only, no contractors.

Brian reported that the process for the 2014 NEC adoption was moving forward with similar amendments as in the past with a target date of January 1, 2015 as the adoption date.

Cody announced that Brian was nominated as Code Official of the Year Award through ICC and that he had won that award and it would be presented to him at the ABM.

Committee Reports

Cody asked members to review the committee list and asked anyone interested in serving on the education, nominating or the endorsement committees to let him or any board member know and they will be put on the committee.

Bob Hendricks is discussing with engineers to coordinate a soils education sometime in the fall after every ones workloads lessens.


Membership– No report

Scholarship – No report, according to the Treasures Report the 2 scholarships have been paid.

Code Development – Cody attended the 2014 NEC and the adoption process is moving forward.


Endorsement– Jerry Byers reported there were two applicants, Bob Boyer for the Secretary/Treasurer position and Jeff Bechtold for Director at Large. The committee had no conflicts with the applicants and recommended endorsing both.

A motion was made by Roger Schemmel and seconded by Creston Turnbull to approve the Endorsement Committees recommendation. Motion passed.

Jerry will draft a letter of support for Cody to sign and send to the ICC Nomination Committee.

Audit– no report

Nomination– No report


Region III Report – No Report: (one seat to fill and possibly a second)

ICC Report – Steve Van Note reported CD Access is ramping up and to his knowledge voting would be available for the ABM.

Steve mentioned the 2015 Significant Change books are out and more publications are coming out, such as, updates to all the study companions to the 2015 Codes. Steve stated, Jay Woodward is putting together a very detailed book on dampers and fire stopping that should be out in February.

Eastern (EICBIC) – No report

Central (MICCC) – No report

Old Business – Cody reminded that IABO supports members that attend ABM. As long is funding is available IABO provides up to $5,000 in reimbursement for members to attend. Request must be submitted before the ABM so the amount each receives will be known. Cody also mentioned and encouraged members to apply for the ICC scholarship to attend the ABM.

New Business –

Cody introduced Don Grove, Iowa Civil Rights Commission. Don enforces the Iowa Civil Rights Act. He said they look at seven design and accessibility requirements required by the Iowa Civil Rights Commission. He asked IABO members for help enforcing these requirements.

Presentation / Tour

Members were invited to tour an existing building that’s incorporating Net Zero design elements.

A motion to adjourn was made by Denny Bernholtz and seconded by Jared Ruby. Motion passed.
